DUI & Possession Arrest
March 1, 2010
On February 27, 2010 at approximately 12:20am, OFC Fitzgerald initiated a traffic stop on a vehicle in the 400 block of North Church Street in Thurmont. After contacting the driver, OFC Fitzgerald detected that the driver had been consuming an alcoholic beverage. The driver was asked to perform standard field sobriety tests which indicated the driver was under the influence of alcohol. OFC Fitzgerald placed the driver under arrest for DUI. A search of the driver incident to his arrest produced a small baggie of suspected marijuana from the driver’s pants pocket. A CDS smoking device was located in the vehicle. The driver was identified as Stephen E. Owens, age 19 of Smithsburg, Maryland. Mr. Owens was charged with Possession of CDS (Marijuana), Possession of CDS Paraphernalia, Violating a License Restriction, Failure to Obey a Traffic Device, Driving Under the Influence of Alcohol Per Se, and Driving Under the Influence of alcohol.
Snow Removal update as of Feb 22, 2010

The Town of Thurmont and the Thurmont Police will begin enforcing the removal of snow from the sidewalks beginning Monday, February 22, 2010.
The following procedure will be followed:
1. A Notice of Violation will be posted on the property that has not cleared their sidewalk(s).
2. Each property owner will be given until Thursday, February 25, 2010 to clear their sidewalk(s).
3. If, after Thursday, February 25, 2010, the sidewalk(s) have not been cleared, a Notice of Non-Compliance will be sent to the property owner, along with a civil citation with a fine of $50.00. Each property owner will be given until Monday, March 1, 2010 to clear their sidewalk(s).
4. If, after Monday March 1, 2010, the sidewalk(s) have not been cleared, the Town will clear the sidewalk(s) at the expense of the property owner. The property owner will be billed for all expenses related to the clearing of the sidewalk(s).

Thurmont man charged with Second Degree Assault

On February 2, 2010 at approximately 7pm Sgt. Mcloughlin and OFC Koenig of the Thurmont Police Department responded to an apartment on Water Street for a Domestic Violence Assault. Upon their arrival the male and female parties were separated and the female showed signs of physical injuries. The officer’s investigation revealed that the male subject had held the female in the apartment against her will and had struck her in the face several times. The male was arrested and identified as Joseph S. Ray, age 49 of Water St, Thurmont. Mr. Ray was charged with second Degree Assault and Unlawful Detention. At his initial appearance before a District Court Commissioner, Mr. Ray was held under a 9,500 bond.
Juveniles arrested -marijuana distribution on school property

On Monday, January 25, 2010 at approximately 0305pm, Sergeant McLoughlin and Officer DeBord of the Thurmont Police Department responded to the area of Catoctin Avenue/Dogwood Avenue, Thurmont, MD for an anonymous complaint of drug activity in the area. Upon arrival Sergeant McLoughlin and Officer DeBord observed four 15 year old male juveniles who matched the description the caller had provided. All the juveniles were detained, identified and located within 1,000 feet of a secondary school zone. Upon further investigation, Office DeBord discovered one of the juveniles was in possession of marijuana packaged individually indicative of distribution/resale. Sergeant McLoughlin discovered marijuana and two CDS smoking devices on a second juvenile. Both suspects were arrested and transported to the Thurmont Police Department for processing. One juvenile was charged with possession of marijuana, possession w/intent to distribute on school property. The second juvenile was charged with possession of marijuana and CDS paraphernalia. Both juveniles were released to the custody of their parents.

On January 21, 2010 at approximately 3:37 pm, The Thurmont Police department received an anonymous complaint of drug activity occurring behind a home on West Hammaker Street in Thurmont. As OFC Fitzgerald and Lt. Droneburg approached the area OFC Fitzgerald located four male subjects congregating in a wooded area behind a home. All subjects were detained and identified. The subjects were 16 and 17 years of age. Upon further investigation OFC Fitzgerald discovered the one 17 year old male was in possession of a quantity of suspected marijuana packaged in separate small packets indicative of distribution. This subject was arrested and transported the TPD. One of the 16 year old males was in possession of a CDS smoking device fashion as a pipe containing a small amount of suspected marijuana. This subject was arrested and charged with Possession of Marijuana and Possession CDS Paraphernalia and immediately released to the custody of his grandmother. The 17 year old was charged with Possession of Marijuana and Possession with Intent to Distribute CDS. The Department of Juvenile Services was notified and authorized the detainment of the 17 year old male at the Finan Center in Cumberland Maryland until a hearing is scheduled.

January 2009, The Thurmont Times was offered the opportunity by the US Marine Corp to visit Parris Island to attend the Educators Workshop. The workshop is designed to bring teachers, guidance counselors, and the press together to observe the training of which these courageous young recruits endure. Last year The Thurmont Times sent Business Editor Tim Eakin to observe, and report to our readers the experiences he encountered as a civilian. The Thurmont Times has been invited back for the 2010 Educators Workshop with Fitness Editor and Anytime Fitness Proprietor George Puvel taking the journey. George will arrive on Parris Island January 19th to begin his expedition. If all goes well Mr. Puvel will have an opportunity to interview 2009 CHS graduate, Sean Chilson. Parris Island has the addition of a new drill instructor who hails from Thurmont as well, Stephanie Menendez! February and March will host George’s articles and pictures from the Marine Training Base. George will experience firsthand what these dedicated recruits undergo to be The Few, The Proud-A Marine. A special thanks to Gy Sgt Kelvin Paulk, Sgt Ramirez, and Sgt Genos from the Frederick Marine Recruiting Office for another invitation not only to observe, but become up close and personal with these brave men and women whom keep us free! Thurmont Police Impaired Driving Initiative

Beginning Wednesday, December 16, 2009 and continuing until Sunday, January 3, 2010 the Thurmont Police Department will be participating in a statewide Impaired Driving Initiative. Officers will be targeting drivers who exhibit signs of driving under the influence of alcohol and drugs. The goal of this initiative is to educate, deter, and identify operators of vehicles who are found to be driving under the influence. The incidents of impaired driving significantly increase during the holiday season, and it is the Thurmont Police Department’s goal to curtail this behavior. Residents are encouraged to enjoy the holidays but drive responsibly.

Congratulations to the Cougar Varsity Football Team on the victory of taking the State 1A division championship. The Cougars beat the Joppatowne Mariners on Saturday in the final game at M&T Stadium in Baltimore, 39-12. The JV team also to be commended on their undefeated season.

In 2008 it was predicted and the worst feared for 2011 electric rates would once again increase. Most felt the rate hike which occurred in 2006 were unaffordable and the thought of any relief in 2011 when a new contract would emerge, would most certainly remain bleak. Analysts predicted the increase would once again spike to yet a higher rate. Thank goodness they were wrong! Thurmont buys commodity from Allegheny Energy Supply and jointly goes to the bargaining table with Hagerstown and Williamsport. The current contract will expire on May 31, 2011, and the new contract with a lower rate will take effect June 1, 2011. Under the new contract the rate will drop about eight percent. Good news to say the least but what caused the rate to decrease? Changing market variables; supply, demand and new technology. I contacted William Blakeslee, CAO of Thurmont to verify the eight percent reduction when June 2011 rolls around. “Yes, we do negotiate purchase power agreements jointly with Hagerstown and Williamsport.” ”In early October we extended the term of our current contract due to expire on May 31, 2011 to May 31, 2013.” Mr. Blakeslee says the current purchase cost is $74.05/MGH and will reduce to $65.04/MGH on June 1, 2011 when the extension starts. Mr. Blakeslee adds, this reduction is a result of negotiations between the three municipalities and the supplier, Allegheny Energy Supply Company.” “The bottom line to our customers is projected to be between 8% and 9% reduction in their bills starting in June of 2011.” Blakeslee added a foot note saying this is a projection only, as there are other factors such as state taxes and universal service charges which may change between now and 2011. Mr. Blakeslee also notes these may affect the customer’s bill. Blakeslee ended by saying “It is good for our customers in this day of rising prices; the town will be able to reduce electric costs starting in 2011.” Definitely some long overdue good news for utility costs!
